Dholera Timeline and Phases Explained: The Three-Phase 30-Year Plan

Dholera is not meant to appear all at once. It is planned in three phases spread over roughly 30 years, each with its own targets. Understanding that phasing is the single best way to read the region honestly, because it explains why so much of the 920 sq km is still empty land and why headline promises of population and jobs sit far in the future. This guide lays out the three phases, what each targets, which targets have already lapsed, and why the end year is stated inconsistently. Every figure is from verified sources, and because this is a schedule of targets, we label targets as targets throughout.

The shape of the plan

The plan divides Dholera's roughly 920 sq km into six town-planning schemes, TP1 to TP6, all six of whose draft schemes have been sanctioned, and rolls them out across three broad phases over about 30 years. Phase 1 proves the concept in a small demonstration zone, Phase 2 adds the major connectivity and industry, and Phase 3 builds out the rest. The important caveat up front: these are reported target windows, and the plan has slipped before, so read the dates as intentions rather than commitments. Phase 1: the Activation Area

Phase 1, in the reported window of about 2020 to 2025, is centred on the Activation Area, about 22.5 sq km inside TP Scheme 2, designed as the plug-and-play demonstration zone. This is the part that is meaningfully built today: an internal road network of about 72 km, underground trunk utilities, a water treatment plant of about 50 MLD, and the ABCD building housing the Integrated Command and Control Centre. Phase 2: airport and industry

Phase 2, in the reported window of about 2025 to 2030, is about adding the big pieces of connectivity and the first wave of industry. This is the phase that includes the airport and major industrial activity. In 2026 this phase is visibly underway rather than complete: the Dholera International Airport is under construction with operations targeted for 2026 but no confirmed date, the Tata semiconductor fab is under construction at about 50 percent civil completion as of May 2026, and the solar park has about 300 MW commissioned. The operational Ahmedabad-Dholera Expressway, reported open in March 2026, straddles this phase as the connectivity backbone.

Phase 3: the full build-out

Phase 3, in the reported window of about 2030 to 2040 or 2042, is the long tail that builds out the full roughly 920 sq km. This is where the promotional targets of about 1 million population and about 800,000 jobs sit, both of which are long-range targets rather than commitments. It is also the phase most exposed to timeline risk, simply because it is furthest away and depends on everything before it landing roughly on schedule. Most of Dholera's flat coastal land, tidal flats and Coastal Regulation Zone areas belong to this phase. Treat the population and job figures as aspirations attached to a distant horizon. Why the end year is stated inconsistently

You will see Dholera's completion given as both 2040 and 2042, and the honest answer is that sources state it inconsistently. Neither is a fixed, official commitment. Because the plan spans roughly 30 years and has already seen targets slip, the difference of a couple of years at the far end is less meaningful than the fact that the whole schedule is a target. A documented history of slippage

The phasing has to be read against a documented history of delay. The DMIC was announced in 2009, land transfers ran from 2011 to 2015 before a Gujarat High Court stay on SIR acquisition in 2015, and a 2017 report found only about 290 of more than 900 sq km then secured. Business Standard in 2017 described the DMIC as a tale of abandonments and delays. The airport opening has been a slipping target for years. None of this means the project is failing; concrete anchors are under construction. It means the timeline is a set of targets that have moved before and can move again.
