Purpose and sectors
Dholera's official sector list is industrial and broad: defence, aviation, electronics and semiconductors, high-tech and emerging industries, pharma and biotech, heavy engineering, auto and auto ancillary, general manufacturing, agro and food processing, and metals, plus renewables. The anchor tenants reflect this. A Tata Electronics semiconductor fab is under construction and a large solar park is being built in phases. GIFT City's purpose is financial. As India's International Financial Services Centre it hosts banking units, capital-markets participants, insurers, fund managers and fintech firms, and it operates two international exchanges and India's first international bullion exchange. Its work is regulated by a single unified regulator, the International Financial Services Centres Authority (IFSCA). Where Dholera builds factories, GIFT City clears trades.
Size and location
The scale gap is enormous. Dholera's planned envelope of about 920 sq km dwarfs GIFT City's 359 hectares, which breaks down into a 106 hectare Special Economic Zone and a 253 hectare Domestic Tariff Area. But raw area is misleading on its own: only about 422 sq km of Dholera is urban-developable and the region is phased over roughly 30 years, whereas GIFT City is small, dense and already built. Location also separates them. GIFT City sits near Gandhinagar, about 12 km from Ahmedabad airport, close to the existing metropolitan core. Legal basis and governance
The two projects rest on different legal foundations. Dholera is a Special Investment Region created under the Gujarat Special Investment Region Act of 2009 and developed as a node of the Delhi-Mumbai Industrial Corridor. Its bodies are the statutory authority DSIRDA and the special-purpose company DICDL, which is jointly owned by the Gujarat government and the central government. GIFT City is structured as an International Financial Services Centre and is regulated by the IFSCA, a unified financial regulator created specifically for it. In short, Dholera is governed as industrial and urban development, GIFT City as a financial jurisdiction.
Stage of build
This is where they differ most for anyone weighing them today. GIFT City is operational.
