What Is DICDL, the Company That Builds Dholera?

Dholera Industrial City Development Ltd is the developer company for the Dholera SIR. When it was formed

DICDL was incorporated on 28 January 2016. That date is a durable fact and a useful anchor: it marks the point at which a dedicated company existed to build the city, several years after the legal and planning framework was established under the Gujarat Special Investment Region Act, 2009.

Who owns DICDL

DICDL is a joint state and central venture. The Government of Gujarat holds 51%, channelled through the planning authority DSIRDA, and the central government's NICDC Trust holds 49%. That split keeps the state in majority control of the build while giving the central government, through the national corridor structure, a substantial minority stake. The ownership reflects Dholera's status as a node of a national corridor programme delivered in partnership between the two levels of government.

The 51/49 structure matters in practice as well as on paper. Because both levels of government hold equity, the money and accountability for the city build run through a single company rather than being split across separate state and central works. That is a deliberate design choice for a project of this scale, meant to keep planning and delivery aligned. It also means DICDL, not a private promoter, is the entity that carries the region's core infrastructure through its early phases.

DICDL versus DSIRDA versus NICDC

Three acronyms often get mixed up. The cleanest way to separate them is by function. DICDL builds. DSIRDA plans and administers land. NICDC is the national corridor agency that sits above the whole Delhi-Mumbai Industrial Corridor programme and, through its Trust, co-owns DICDL.
