- RERA registration: verify the project's GUJRERA number yourself on gujrera.gujarat.gov.in and match the project, promoter and status.
- Non-Agricultural (N.A.) status: confirm the plot is N.A., or inside a sanctioned TP scheme treated as N.A., for the exact survey or Final Plot number.
- TP scheme: confirm the plot sits inside a sanctioned Town Planning scheme (TP1 to TP6), not just loosely within the broad SIR boundary.
- Final Plot (FP) number: confirm a genuine, sanctioned FP number and that the old survey number cleanly maps to it.
- Title, the 7/12 extract: confirm the recorded owner, survey/FP number, area and classification match the offer.
- Mother deed and chain: trace an unbroken chain of registered deeds from the mother deed to the current seller, with no gaps.
- 30-year Encumbrance Certificate: confirm no live mortgage, lien or attachment remains on the land.
- Tax and revenue receipts: confirm dues are cleared so no arrears become a charge.
- All-in price in writing: get a total covering plot cost, stamp duty, registration and any development charges, with land and services split.
- Stamp duty and registration budgeted: account for Gujarat effective stamp duty of 4.9% plus 1% registration.
- Developer or seller track record: check delivery history and paperwork quality neutrally, based on verifiable facts.
- Boundary and demarcation: confirm the plot boundaries are clearly demarcated on the ground and match the documents.
- Road access: confirm legal, physical access to the plot via a proper road, not a landlocked parcel.
- Location relative to the Activation Area: confirm where the plot sits versus the roughly 22.5 sq km Activation Area and delivered infrastructure.
- Written legal opinion: have a property lawyer review title, N.A. and TP status together and confirm in writing before you pay.
Why these Dholera-specific points matter
Several checks on this list exist because of how Dholera is being built. The region spans a roughly 920 sq km planning envelope, of which only part is urban-developable, phased over roughly 30 years. That scale is why location relative to the Activation Area matters so much: a plot far from active infrastructure is a very different proposition from one near it, even if both are within the SIR. The TP scheme and Final Plot checks matter because land inside a sanctioned TP scheme is treated as N.A. and has a defined place in the master plan, while land outside may be raw agricultural land dressed up as SIR-ready. And the title checks matter because land acquisition here has a documented litigation history, so the paper trail deserves real scrutiny.

The money checks
Two of the fifteen points are about money, and both protect you from surprises rather than promising a gain. An all-in written price stops development charges, stamp duty or other costs from appearing after you have committed.
